Bureau Chief of the Situational Awareness Bureau, DC Fusion Center at Homeland Security and Emergency Management Agency

Anthony Hill joined District of Columbia’s Homeland Security and Emergency Management Agency (HSEMA) in March 2020 as an Emergency Operations Specialist in the Joint All Hazards Operations Center (JAHOC), Operations Division. Since then, he has worked on various special events, incident deployments and exercises in the District. He transitioned to the Deputy Bureau Chief of the Preparedness Bureau at HSEMA. As a manager in the Preparedness Bureau, he provided coordination and facilitation to the Planning Team, Training and Exercise Team, and Assessment Coordinator. Anthony then transitioned to the Response Coordination Bureau as the Deputy Bureau Chief where he was responsible for incident management coordination and special events across the District of Columbia.

Currently, Anthony is the Bureau Chief of the Situational Awareness Bureau in the DC Fusion Center at HSEMA. He is responsible for the administration and management of the 24/7 District Watch and NCR Watch Desk. His role involves a combination of strategic planning, stakeholder coordination and hands-on management during both routine and emergency situations. During the initial period of employment at HSEMA, Anthony served as the Deputy Operations Section Chief and, at times, the Operations Section Chief for the District’s Emergency Operation Center (EOC). From November 2022 until October 2023, Anthony served as the Planning Support Section Chief for the District’s EOC.  Since October 2023, Anthony serves as one of the two (2) EOC Managers for the District’s EOC.

Noteworthy EOC activations include COVID-19 Alternate Care Site, US-Africa Leaders Summit, NATO Summit, President Biden Inauguration, State Funeral for President Carter and Justice for J6 Rally. He was on the Mobile Situational Awareness Team for the Stop the Steal Rally for Trump (January 6th Capitol Breach). Anthony is a Veteran of the US Army, where he earned his commission in May 2011 and served as a Military Police Officer in support of Operation Enduring Freedom and Operation Atlantic Resolve. In terms of emergency management, he served as the Provost Marshal and Deputy Director of Emergency Services in Mihail Kogalniceau Air Base, Romania (NATO, 2014-2015); Detachment Commander for the 200 Military Police Command Law and Order Detachment at Joint Base Myers – Henderson Hall, VA (2015-2016); and the Force Protection Operations Officer for the 200 Military Police Command at Fort Meade, MD (2016-2017). He obtained advanced training in Anti-Terrorism and Physical Security from the US Army Military Police School in Fort Leonard Wood, MO.  Anthony received his B.S. in Sociology with a concentration in Criminal Justice from Bowie State University and is currently working towards a dual M.S. in Emergency Management and Homeland Security from University of Maryland. He is also working on completing the Executive Certification in Public Leadership from Harvard Kennedy School.
