Lieutenant Colonel Joe Brennan is the Commanding Officer of the Investigations Branch of the New Jersey State Police, the 13th largest police agency in the country. Joe’s forward-thinking approach is clear from his development and implementation of innovative strategies like the 2023 Under 1,000 Shooting-Hit Victim Initiative (U1K), which significantly contributed to reducing the annual shooting victims to 922 in a state that previously averaged over 1,300 since 2009. His strategic vision for the StateSTAT / HSIN has revolutionized communication among 565 distinct police agencies, including major partners like the FBI and NYPD. This web-based, secure platform enables real-time information sharing, which improves situational awareness and decision-making across various jurisdictions. By integrating diverse technologies and datasets, HSIN has fostered faster, more coordinated responses and has drastically lowered shootings, drug-related deaths and motor vehicle thefts statewide. These initiatives have transformed policing in New Jersey by using data-driven methods and advanced technology to significantly reduce gun violence and enhance statewide security.
