
Thomas A. Bradshaw
Thomas A. Bradshaw, DLS, is a Captain with the Virginia State Police and Commander of the Communications Division. He also serves as a lecturer for the University of Virginia’s Master of Public Safety Program. A seasoned law enforcement leader, he has over three decades of experience in policing, instruction and executive protection. Dr. Bradshaw has served as a Virginia State Certified General, Emergency Driving and Executive Protection Specialist Instructor for over 30 years. His background includes 16 years in Emergency Medical Services, seven years as a Master Operator on the Virginia State Police SWAT team, and 13 years on the Executive Protective Detail for the Governor of Virginia. He has led high-profile events, including gubernatorial and presidential inaugurations, national conventions, and international trade missions; he has also coordinated with U.S. Embassies and foreign governments. Dr. Bradshaw holds a Doctor of Strategic Leadership from Liberty University, a Master of Public Safety from UVA, a Master of Public Administration from Troy University, and a Bachelor of Science in Governmental Administration from Christopher Newport University. A graduate of UVA’s National Criminal Justice Command College and Harvard Business School’s Executive Leadership Principles program, he was also awarded a Postdoctoral Executive Fellowship in Criminal Justice from the National Policing Institute (2023–2026). Dr. Bradshaw is a National Criminal Justice Honor Society Professional Member.
