Dr. Rudy de Leon Dinglas

Dr. Rudy de Leon Dinglas is the Chief of Staff at the Bloomberg Center for Government Excellence, bringing over fifteen years of experience in both the private and public sectors. His work focuses on bridging the realities of public management and academia through practical tools and applications designed to enhance the capacity of government leaders to govern effectively.

Specializing in performance management practices, government administration, organizational behavior and strategic and operational planning, Dr. Dinglas leverages his expertise and academic ties to ensure that impactful services and products are delivered to improve the lives of residents.

He has directly advised state and agency heads, mayors, and senior government officials on effective data governance and performance management practices. His contributions to public service include an appointment to the Maryland Transportation Commission by Governor Wes Moore (2023–2026), recognition as the recipient of the ASPA Center for Accountability & Performance Emerging Leader Award of Excellence (2022), as Digital Engagement & Content Strategist for Public Administration Quarterly, and serving as a board member of the Northeast Conference on Public Administration (2020–Present).

Dr. Dinglas holds an undergraduate degree in Marketing from the University of Maryland, College Park, and a Master in Public Administration from the University of Baltimore. He completed his doctoral dissertation at the University of Maryland, Baltimore County, focusing on public service motivation and the use of performance management practices in local governments.
